Most agencies do not need the portal to replace their project tool. They need it to stop the same four questions arriving by email: where is my project, what do you need from me, where is that file, and what have I been invoiced. A portal that answers exactly those four questions can ship in weeks rather than months.
Access control is the part that has to be right on day one. Every query is scoped to the signed-in client, not filtered in the interface, so a client cannot reach another client's data by changing an identifier in the URL.
