Choose a freelancer when
- The scope can be written down before work starts
- You want direct access to whoever is building it
- Budget matters and you do not need design, QA and project management sold as a bundle
- The project is a defined build rather than an open-ended programme
Choose an agency when
- You need brand design, development and testing delivered together
- Procurement requires a company, insurance and a service agreement
- The work will run beyond six months with changing scope
- You need guaranteed cover if an individual becomes unavailable
Hire in-house when
- The software is the product, not a tool supporting it
- It needs changing weekly and forever
- You have someone senior who can technically manage them

The single-person risk is real, and the answer is contractual rather than emotional. Insist that the repository is in your organisation from day one, that documentation is a deliverable rather than a favour, and that a handover document exists before the final payment. Those three terms make any freelancer replaceable, which is what actually removes the risk.
